Eight articles express severe pro-Union sentiments. First article calls for unconditional surrender. Second article calls for one hundred "arch traitors" to be delievered up and hung. Print broadsheet of a bill before the U.S. House of Representatives which would make it illegal to "conceal, harbour, and employ, or aid or abet in concealing or harbouring any fugitive from labour, escaping from one state into another, or to, or from either of the territories of the United States." Blank space in the text where a dollar amount can be written in for a fine that can be recovered by the owner. Same bill as GLC08058.01, with several amendments. Settles the penalty for knowingly harboring escaped slaves at $500 and requires those employing black labor to see a manumission paper. Says can avoid the penalty if the employer advertises a general description of the slave and his time and place of employment for at least three weeks. Requires jailers to advertise for at least six weeks that a slave has been jailed. Says whoever has the slave jailed will have to put up security for any bills and fees the jailing will incur.

Docketed to "Colonel" Tilghman, possibly Tench Tilghman, one of George Washington's aides. Reports that seventeen armorers employed at Fishkill, New York, have not been paid for nearly two years. If they do not receive clothing, Knox fears they will leave their posts, which will in consequence "greatly injure us especially in the repair of arms." Appears to be a draft. Attests that Garanger was a Captain of the French Bombardiers before he joined the Continental Army. George Washington granted him permission to return to France when he could not obtain active service. "Captain Garanger has manifested an ardent Zeal to be employ'd in actual services but has not been so fortunate as to have it gratified on a large scale."
