Title: Orders re: naming all officers and soldiers of Fort William Henry as freemen

Due to regulations preventing all but free men from carrying on as tradesmen in the colonies, many soldiers and officers of his Majesty's Armies had deserted their posts due to want of food and clothing. In an effort to convey gratitude and maintain the town's protection from "the French of Canada and their Indians," the Council ordered that all soldiers and officers barracked at Fort William Henry be granted the status of free men, and all rights and priveleges which follow.

Bill for £16 1 shilling 4 pence following the trial of "4 negroes for murder." Fees were included for such items as "Suppoena for [11 witnesses]" "Swearing the above 11 witnesses before the grand Jury" "Swearing an officer to keep the Jury" and "Taking & Entering the Verdict."

Title: to Viscount Cornbury re: discussion of Livingston's undertaking victualling

Livingston writes in an effort to inform of the reasons for his undertaking the position of victualler to the forces at Albany (due to fear of a reduction of forces should a victualler not be found), and his subsequent difficulties in receiving payment for his services (by Livingston's calculations, his accrued repayment should total £1589 15 shillings 6 pence).

The report of the Commissioners of the Customs, (Wenham and [Panconniere]), detailed by Viscount Cornbury to examine and report on Livingston's accounts for the Excise and Quit Rents of Albany, in which it was determined that all accounts were up to date, and Livingston was indebted to her Majesty Queen Anne for a sum of £55 and 7 shillings for salary recieved while suspended from his position. Title: re: Petition to King and House of Commons

The "freeholders and farmers of the City and County of Albany," due to their displeasure at the manner in which they are treated by the Provincial Government, have created a petition to be signed by themselves as well as those of neighboring counties, to be sent to the King and House of Commons. This petition, while stating the "corruptions of the assemblies & Maladministration of the Government," would make certain to remind the King of his subjects' sincrest loyalty and affetions.

Caustic critique of an "Unhappy York," where a manipulative church and king have allowed the colony's political affairs to become rife with corruption and hypocrisy. In New York "villians triumph under a pretence of loyalty and make the laws their tools to serve their wicked ends and cherish fools."
