Livingston petitioned Sydney Godolphin, Lord high Treasurer of England, to be reimbursed for the victualling of "2 of the Established Companys at New York for four months," from 25 December 1699 to 24 April 1700. On p.2 Livingston enumerates a list of proofs for his claims and refers to government reports to account for the interest he has charged.

Livingston's son Robert (1688-1775) made a trip to Scotland in 1699, bringing with him such supplies as "a new morning gown," "6 fine hollan Shirts," "a Gold ring & a pare of Silver buttons," and numerous spices. He travelled on the Calledonia with Capt. Drummond Commander, and under the care of Capt. Samuel Vetch.

James Livingston writes to his brother about life in Scotland. He writes that Robert (the son) has arrived at his home, and will be settled once used to the surroundings. James writes that William Livingston's son Andrew was being held captive at the prison at Carthagina in Colombia, where he was "worse treated than their slaves." Graham begins with consolation regarding the passing of Livingston's daughter. He continues by discussing a failed attempt by Gov. Fletcher to gain a commission for a Mr. Weaver, and yet mentions "My Lords interest continues very great at home." Furthermore, Graham discusses the case of Captain William Kidd, where Kidd's maid was forced to request some of the £ 8000 in gold owned by Kidd in the hands of a Capt. Clarke. Grahams tells Livingston that "if that [Kidd's fortune] could be secured, it might safe you of your bonds." Docketed on address leaf.
