While the order was given on April 10, 1783 the letter was written on April 11, 1783. Letter signed by Augustus Keppel, Frederick Ponsonby, and John Lindsay. Ponsonby signs as Duncannon, as Viscount Duncannon was one of his titles. All three men were Lords Commissioners of the Admiralty. Letter written from the Admiralty office.

Discusses the Gordon Riots, mentioning that there are 25,000 soldiers in London and 60-70 of the rioters were shot (and many others taken prisoner). Reports that Lord George Gordon (the rioters' leader) was questioned by the Privy Council and "sent to the Tower under a strong Guard." Criticizes the anti-Catholic mob, who desired the repeal of the 1778 Relief Act and a return to Catholic repression. Describing one night of the riots, he writes: "it appeared as if all London from one End to the other had been in flames."
