Writes to the Governor of Georgia enclosing a plan and specifications for a powder magazine, with estimated costs. Advises that the magazine will hold 1250 barrels of 100 pounds of powder and that it was requested from Mr. E.J. Dupont de Nemours & Co. of Wilmington, Delaware. Semmes's autograph copy, marked as a copy. Docketed by Semmes. Accompanied by architectural drawing, GLC00446.02. Written from the 5th Avenue Hotel in New York City. This letter, written five days after South Carolina seceded from the Union, shows that preparations for war were already underway.

Pages 1-14 of report consists of correspondence between assistant adjutant generals in the Colorado militia, including E.D. Townsend and Thomas M. Vincent, to the War Department. Pages 15-23 consists of charts of expenditures by the militia in 1864-1865. Dated from the day the report was "referred to the Committee on Military Affairs and ordered to be printed." Cover seems to to missing, or pages were pulled from a larger book.

Claims "[t]he coffee and sugar ration for 100,000 men for twenty days weighs two hundred and fifty tons, one-half of which is saved, or hundred and twenty-five tons, an important item on a march or advance, reducing the number of wagons for this ration half."
