Peter Robert states that there has been great turmoil in the City since some British soldiers attempted to cut down the liberty pole. A number of skirmishes between citizens and soldiers resulted, with some blood shed, and Peter Robert notes that men are no longer safe in their own houses. He also mentions a proposed bill that would prevent the Manor from voting for County members.

Robert, Jr.'s nephew Philip J. Livingston writes that he will be moving to Dutchess County from New York City, and explains "My Reasons for this proposed change of settlement arise from the great Decline of Business in our Profession in the City, owing as well to the Badness of the Times, as to the Increasing Number of attornies, who if not shortly restrained as to Numbers, will overrun the whole Province." Title: Memorial to John Earl of Dunmore Captain General & Governor in Chief of New York

Robert Livingston [(1718-1775)] explains that as a member of New York's Supreme Court, he is entitled to sit in the General Assembly and vote on issues of great significance. However, he explains that Mr. Colden denied him this privelege, which is a great outrage as "a vote of the House could not have the Validity of a Law nor the officers of the Crown be excluded without the concurrence of the other Branches of the Legislature." Robert therefore petitions the Governor to correct this wrong, and compel the General Assembly to seat representatives from different legislative offices.
