States that Washington, however, "desired me to translate the Article Cincinnati & send it on to you together with the paragraph of Mr. [Thomas] Jefferson's letter."

Declares he intended to return to Annapolis but was unable due to circumstances outside of his control. Delivered to Colonel Carrington the horses Governor Lee provided, for use in the Southern States, but one died before they reached Alexandria. The cannon Governor Lee furnished the army with were initially to be used against Lord Cornwallis, but had to be left with Rochambeau to defend York and Gloucester. Says he met a man in Philadelphia from England named "Dickason" who asked to be remembered to Knox. Says Dickason saw William Knox in Amsterdam on 20 March. Says he has not been able to get the cotton denim Knox requested. Has forwarded the articles Mrs. Knox wanted along with the bill of 40 dollars. Says the watch is in perfect order…

Asks Lewis to deliver Mr. [George] Joy's "deposition respecting Mr. [Daniel] Parker having directed him [Mr. Joy] to pay the money which Mr. Parker took out of the funds of the Ship Empress of China in New York in the beginning of the year 1784 ..." Also asks Lewis to deliver a copy of a paper containing Parker's signature in regards to his [Parker's] conduct on a particular occasion. Says Mr. [Thomas] Randall, who is Samuel Shaw's partner, is wishing to have the matter closed as soon as possible.
