Knox writes Secretary of the Navy Benjamin Stoddert "on behalf of Mr. Charles Russel late acting first Lieutenant and Mr. William Amory." Knox explains they left the ship Constitution because they did not get their commissions. They are of good character and they wish to solicit President John Adams "that they may be permitted to act on board of some other ship in their former ranks until it shall be proved by Capt. Nicholson himself whether they are or are not worthy of the Commissions." Docket says the letter also went to Charles Russel.

Stoddert, Secretary of the Navy, has received Knox's letter of 4 July 1799 by "Captain Nicholson." Stoddert assures Knox that he has no intention of "depriving him of his commission" and that President Adams would never "consent to injure any person to gratify popular clamor." Stoddert says Knox's son, Lieutenant Henry [Jackson] Knox, will be assigned to the "Constellation" under Captain [James] Barron. He thinks it would be most "advantageous...that he serve on board of a southern ship."

Knox received Sullivan's letter of 6 August 1799 (GLC02437.07291). Knox thinks Sullivan meant to talk about "Mr. Stephen Gorham's suit against me, instead of Amorys." Knox is unprepared to pay, as are Henry Jackson and Benjamin Lincoln. "General Jackson," Knox writes, "might act as my attorney, and perhaps obtain a bondsman for me as well as himself." Knox says he is awaiting payment himself and talks of how "excellent" his plots of land for sale are.

Knox received Stoddert's letter of October 6 "through Capt. Nicholson." He is grateful to Stoddert for commissioning his son "on board of the constellation." The ship has not arrived yet in New York, however, and Knox asks that Stoddert order his son Henry to duty immediately when the ship is ready.

Mrs. Swan is in great need of the money. She says the sum total of what she is owed is fifty thousand dollars but she would accept less right now "rather than be incumbered with lands which I know not how to manage."

Sullivan received Knox's letter of December 22. He tells Knox, "by General Jackson you will receive a memorandum concerning the bills of Winthrop Mackay and Derby." Sullivan goes on to describe the arrangements with these men and how Knox can get the advantage. Sullivan details the deals so that Knox knows how he can plead his cases. Mr. Derby seems the most fair according to Sullivan.

Knox encloses the deed for "Mrs. Waldo instead of the one which you have as in that the boundaries are not right." Mentions his disputes with Mackay, Derbey, and Lowell.

Knox tell Governor Strong that the Attorney General has sent Strong "certain affadavits, exhibiting the outlines of an attempt made by unknown persons within the Waldo Patent, and County of Hancock to assassinate certain surveyors, who were in lawful pursuit of their business." Knox insists he always tried to peacefully resolve any conflicts between himself and settlers. Violence is not necessary. Knox goes on to explain his case and say that "the people generally within the Waldo Patent have an honor and keen [sense] of resentment against the recent act."

Knox sends to Governor Strong three affidavits of the surveyors "who were fired upon by assassins on the 13th ultimo." Knox speaks of the "most audacious and blood thirsty villains that ever disgraced the surface of New England." Knox thinks the perpetrators reside in Plymouth county. He wishes that the law come down as hard as possible on them. But strong government agents must be the ones investigating this, because lesser ones would not be as effectual.
