Enclosing report to General Washington regarding the state of the regiment. Richardson has small pox and has inoculated the entire regiment. Complains of lack of officers, hardship and illness. It is a "wonder that they don't die at a much faster pace." He also expresses some discontent regarding commissions, "as I have not had influence enough to make a single officer... and strangers are put in that have never seen service."

Appoints the recipient as Adjutant of the eighteenth Connecticut militia regiment. The Jonathan Humphry who died in 1778 is the author of this letter. At the time he was the colonel of the eighteenth Connecticut militia regiment. He was also a lawyer. The Jonathan Humphry who died in 1812 was the recipient of this letter. He would later become colonel of the regiment himself.

The Jonathan Humphry who died in 1778 is the author of the letter and the subject of the commission. He was a lawyer.

Mentions that he is printing Harvey's "Meditations Among the Tombs," asks if Knox would like copies to sell, and discusses pricing. Discusses possible business arrangements for the sale of other books. Rivington was a bookseller, printer, and journalist who came to America in 1760. He published Rivington's New-York Gazetteer.

Due to these desertions the three year draft has been suspended. Names the only three men drafted "that did not march and were not discharged." These were "William Wakely, Negroe Jess, Joseph Procter (Mulatter)." Docket on verso reads "From Colo. Barnes July 30, 1782."
