Resolution submitted by Pickman and copy issued by the Secretary of the Commonwealth, Alden Bradford. The state was seeking $11,000 remuneration for defense expenses from "the late war," probably the War of 1812. The date refers to its approval by the state legislature. Sent with a circular letter discussing the resolution (see GLC06313.134).

Responding to a request from Hobart, Weston gives his opinion on the uniform System of Bankruptcy (bankruptcy laws being considered by Congress). He reports that he believes "the People of this District...do not wish for it." Indicates that the old system was widely unpopular and "all rejoiced" when it was repealed. Notes that they may favor a new system in commercial centers, but "the People in the country do not require it." Concludes with a warning about the politically divided populace, indicating that one unfavorable law could win the opposing party the next election. Marked "…

Responds to Hobart's request for an opinion of the Bankruptcy Bill before Congress. Explains that he has paid little attention to it and has not formed an opinion, but some of his friends are "exceedingly desirous the Bill should pass." He has tried to get a sense of the general feeling towards it and claims most are indifferent, while those with opinions "are much divided." Notes that dislike for the old law has caused prejudice against the one being proposed. Indicates that he will keep the request confidential, according to Hobart's wishes.

Indicates that there is a lot of discussion about the death of the widow of Captain William Church, who left a six thousand dollar inheritance to two sisters.
