Describes William's condition: "Your brother is not so well as he was- he requires the immediate attention of one or two persons, & is sometimes disposed to be mischievous- in my opinion, it is impossible to send him home at present." Assures Knox he will meet Dr. [Monro] the following day to solicit care for William (possibly referring to Dr. John Monro, noted for his study of insanity).

Accepts the appointment of Secretary at War: "I have the most grateful sentiments to Congress for this distinguishing mark of their confidence, and I shall according to the best of my abilities attempt to execute the duties of the office. I shall have a perfect reliance upon a candid interpretation of my actions, and I shall hope that application to business, and propriety of intention, may in a degree excuse a deficiency of talents." Sends respects to Knox and his wife, as well as to Governor [Arthur] St. Clair, if he happens to be with Knox in New York. Docket is marked private, and contains the struck name of "Nathaniel," with "John" written over the strikeout.

Is unsure whether the government in New York will be in charge of hiring for this position, but hopes that Knox will recommend that Titcomb stay in office. Asks Knox to assist him in obtaining a position in the Customs Office.

They believe that paying Gibbs will lead to Tracy's other creditors expecting payment as well. Will try to stop the proceedings of Gibbs against Tracy and will assist Tracy with expenses while at Hartford. In the hand of William Knox. Signer of the U.S. Constitution.
