Certifies that the men of Simsbury have received from Captain Jonathan Humphrey wages, bounty, and mileage for an expedition to Providence, Rhode Island October 1777 under Colonel Samuel McClellan's regiment. Page two is also signed by some of the same men, stating that they have received six shillings from Colonel Noah Phelps as bounty or premium for the same expedition.

Promises to pay Charles Trellwen 20 pounds, 13 shillings, and five pence Halifax currency for supplies received from him. Various materials (cloth, buckram, thread, buttons) and their quantity and cost are listed on the lower part of the page. Thomas Drowne signed on the reverse stating he received 20 pounds, 13 shillings, and five pence for Mrs. Sarah Carter, dated 22 June 1778 at Kittery, Maine.

Discusses business relating to the exchange and sale of nails and board. Postscript informs Seymour about information he has learned from men aboard a sloop of his that arrived in Newport, Rhode Island. Discusses a ship or fleet that sailed with a French fleet and was bound for Havana to meet some Spanish ships. States that it was reported that they have 10,000 troops, 300 heads of cattle, and clothing. He cannot guess their destination.

Letter addressed to Captain Joshua Jacob. Informs that he is well. Mentions that his father did not give him the money he felt he was due. He states, "To with the smiles of god I shall live without it and am as many would think a bastard and not one of the family." He asks Jacob to send this letter to his sisters.

Letter written by Clinton as Governor of New York and a Brigadier General in the Continental Army to Duane as a Continental Congressman. Recipient inferred from the reference to "Mrs. Duane" at the end of the letter. References Duane's letter from December 23, 1777. Says nothing of importance has happened at headquarters. Sends news of movement of Washington's army outside Philadelphia. Reports that British crossed the Schuylkill River and that some minor skirmishes have taken place. Note on verso says George Washington sanctions the exchange of prisoners.

Clay, Secretary of State, replies to a note from Spanish Minister Tacon concerning the presence of Commodore Porter (possibly David Porter, Commander in Chief of the Mexican Navy) and his actions in Key West, Florida. Claims that Porter did not perform any act forbidden by the laws of neutrality. Confirms that President John Quincy Adams has ordered an inquiry into Porter's actions. Refers to a statement issued (not included) by Porter concerning his conduct in Key West.

Title: [Notice of an amendment to "An act for the more effectual preservation of peace in the ports and harbours of the United States, and in the waters under their jurisdiction"]

A circular letter signed by Secretary of the Treasury Gallatin and sent to Dudley Hobart, the collector of Bath, Maine. Instructs Hobart to enforce the amendment to the fourth section of the March 3, 1805 act, which empowered the president "to permit or interdict, at pleasure" any armed vessels from foreign nations entering America's ports and required all such vessels to submit a report outlining the reason for their arrival. Signed in type, "Approved, TH: JEFFERSON".

Title: to Jonathan Metcalf

Letter written by John Metcalf, a captured Continental soldier on the prison ship Jersey in New York Harbor, to his father in Dedham, Massachusetts. Says he enjoys "tollerable good health" and was assisted by a Dr. Bacon of Salem, Massachusetts. Tells his father he has been there a month and sees no prospect for a quick release. Says conditions on the ship are "horrid beyond Description." During the first part of the winter he claimed 10, 15, or 20 prisoners died a day. Says health is better on the ship since there are fewer people on board.
