Appointed by "the Commissioners for managing & causing to be levied his Majesties Customs and other Duties in America." Also outlines the duties of Irving's new position. A note on the verso signed by Fra. Bernard dated 15 April 1768 confirms that Irving took the oath of office. Irving was later a controversial figure involved in investigating the Boston Tea Party. Features paper seal. Ornate design decorating the top of the page.

Title: [Notice of an amendment to "An act for the more effectual preservation of peace in the ports and harbours of the United States, and in the waters under their jurisdiction"]

A circular letter signed by Secretary of the Treasury Gallatin and sent to Dudley Hobart, the collector of Bath, Maine. Instructs Hobart to enforce the amendment to the fourth section of the March 3, 1805 act, which empowered the president "to permit or interdict, at pleasure" any armed vessels from foreign nations entering America's ports and required all such vessels to submit a report outlining the reason for their arrival. Signed in type, "Approved, TH: JEFFERSON".
