A 18 March 1865 note written vertically along the left margin, signed by plaintiff's attorney William Wickham, acknowledges the copy as valid. Grants General Nathaniel Collins McLean a leave of absence, "with permission to proceed to Cincinnati and await the action of the War Dept on the tender of his resignation." Issued by Major General John McAllister Schofield. Signed by Schofield's assistant adjutant general, whose signature is illegible. Contains an endorsement on verso, from the same date, also signed by the assistant adjutant general, who notes "The Q M Dept will furnish transportation to Washington, D.C. to Gen McLean..."

States that men will not be commissioned as officers until they are approved by a Board of Examiners in Washington D.C., and appointed by the Secretary of War. Indicates that applications need to be submitted to the Colored Bureau, Washington D.C. and that men should obtain recommendations from their officers to help them secure a post. Note on back page says H. H. Clark, Forthingham, Conn. Written during Buckingham's term as Governor of Connecticut, 1858 to 1866.

In response to a suggestion from Charles McMillan (see GLC00955.01), Sherman states that he has no intention of writing a memoir. "Where Caesar may have succeeded and it may be one or two others, the greater majority of military men have signally failed." He believes that the reports of modern officers are sufficient material for histories to be written. This way, they will be written without "the pressure of personal claims to fame." Appears to be written on a blank flyleaf removed from the "History of Julius Caesar."

States that "men cannot govern themselves without the wholesome restraint of Christianity." Asserts that law has been slacking in the country and comments that " if laws can be executed in no other way, they must be enforced by the sword." He makes these remarks in reference to the punishment that he feels was deservedly given to Booth and the other Lincoln conspirators.
