Title: Propositions made to the 5 Nations

Fletcher writes of his plans to strengthen the frontier against French and Indian attacks, and warns the 5 Nations to remain sober at all times, as drinking alcohol would make them more vulnerable to an attack. He reminds the 5 Nations that they need to give satisfaction for the killing of horses some time ago, and instructs them to remove a Jesuit who is currently living among them. Fletcher also asks if any Indians are wavering in their loyalty and considering reconciliation with the French.

The document expresses alarm at the presence of a Jesuit Millet among the 5 Nations, who remains in correspondence with the French, and is thought to be a part of a plot to attack the 5 Nations. The author tells Fletcher that he has sent messengers to the 5 Nations to inform them of the Governor's desire to meet with them. A conflict at Onondaga and Oneida between the French Indians and some of the 5 Nations is also described.

Title: Memorial of Chidley Brooke and William Nicolls to the Lord Justices of England

Brooke and Nicolls speak on behalf of the province of New York to aquaint the Justices of England of some issues that need immediate attention. They explain that the loyalty of the 5 Nations is wavering, and it is feared that they will defect to the Canadian side and begin attacking English settlements in New York and New England. Brooke and Nicolls also state that the war cost a great deal, and that New York is in desperate need of assistance to pay its debts.

Two Indians, Skunk and Aquatak, acknowledge the sale of a piece of land east of the Hudson River, within the county of Albany, to Johannes Schuyler for 50 gilders of wampum. The Indians Skunk and Aquatak signed with their marks. Johannes Schuyler signed the document as a true copy.

Title: "Observations made by Robert Livingston Secretary of Indian Affairs in . . .

. . . his Voyage to Onnondage in April 1700." Livingston reports that the Mohawks have become weak, and many are fleeing to Canada. He recommends that the English send more ministers to convert the Indians, and he also suggests that the Mohawks, Onondagas, and Oneidas all be moved to tracts of land closer to Albany. Livingston advocates the establishment of garrisons and magazines, and the erection of a fort at Skachtkook in order to create greater security around the Indian settlements. P.7 contains a tabulation of the distances between Onondaga and Albany, and a map was sketched on p.8.

Title: Propositions made by the messengers of the Onondaga Sachems

The messengers inform Corlaer that the Seneca Sachems have gone to Canada, and that 5 "Waganhaes" from different nations have recently arrived at Onondaga. P.2 contains Robert Livingston's answer given to the Onondagas, signed and dated 14 June 1700. In the answer, Livingston explains that the English will send Lawrence Claese up to Onondaga to investigate, and also to prevent more Senecas from fleeing to Canada.

Title: Report about the Indians

Van Eps states that upon his arrival at Onondaga in July, he found the Indians meeting with some French men, for which he reprimanded them and informed them that Corlaer forabade such activity. When he questioned the Indians about the French intentions, he learned that the French proposed peace, the release of prisoners, and asked permission to place a Jesuit in their country. The Indians refused the French propositions, and stated that if they wanted a priest, Corlaer would supply them with one.

The Earl of Belloment states that he is happy to satisfy the Indians' request for a minister, and expresses his hope to translate the Bible into their language. Title: Answer to the River Indians

The Earl of Bellomont asks the River Indians to invite their brethern the Eastern Indians to reside with them at Skachtkook, where they will receive the King's protection. He expresses his grief at their reluctance to join the Protestant faith, and states that they must renounce all ties to Canada and the Jesuits if they wish to be receive protection under the British crown.

The Earl of Bellomont instructs the Commissioners to uphold the peace in Albany, and to relieve the Indians in the event of a French attack. Bellomont also notes that Robert Livingston is to pay for the Indians' provisions out of his own excise, and that no further charges are to be made to the King's account.
