Incomplete. Lined verso. The third line up from the end lacks the line "power. There is a proposition now pending in Congress for an amendment" supplied by the polygraph copy at the Library of Congress. De Lacy came from Charleston, S.C. Most of Jefferson's letter concerns the possibility of stationing warships at Lynnhaven ("Lynhaven") Bay at the mouth of the Chesapeake. Jefferson says that he suggested a canal between Lynhaven River to East River, to allow communication between the Chesapeake and its inner waters near Norfolk. Title: Will and Testament of Robert Livingston

Livingston's son John is named as the heir to Livingston Manor. The lands are divided amongst John, Philip, Robert, and Gilbert, while the houses in the town of Albany are divided amongst Margret and Johanna . His wife was to receive land as well, contingent on her "pure widowhood." Livingston further names his wife as executrix of his will, and divides the estate of his parents and that of his wife's parents equally amongst all his children. He wills the sum of £50 along with clothing and "necssaries" to his nephew Robert .

An account of twenty-two cows, sixteen bulls, and forty sheep brought from Tashkanik to Hartford by tenants fearing Indians. Livingston lists the tenants to whom the livestock are divided, and how the animals are branded. P.2 contains a note addressed to Mr. Cyprian Nicolls in which Livingston discusses providing for the animals through the winter and grants Nicolls the use of his "Negro" until the spring.

He then mentions writing to the Government at Albany in an effort to discover the strength and readiness of the men assembled of the Iroquois five nations, and an outbreak of Small Pox in the Albany area.
