Desires to be appointed to the now vacant position of Clerk of the House of Representatives. The office of the Clerk is filled by a vote among the Representatives, and Burch was requesting Hobart's vote. Details his credentials, stating he has worked in the Office of the House for eighteen years, and believes he is well qualified for the promotion. Burch was soon appointed to the position.

She mentions that their father was president of a Union meeting early in the war. Says there was a "reign of terror" in West Virginia when Confederate forces came through, making arrests.
