Signed "Gib." Discusses the recent funeral of a General (possibly Harvey Brown, for whom Hunt had written a memorial). Writes "These old veterans who have been spent all & heartily for the country do make material for high eulogy, apart from personal peculiarities or mode of action; - but lucky is he for whom there is a voice to pronounce it, and in the General's case so well & justly." Laments the recent death of General Joseph Abel Haskin. A pencil note indicates that this letter does not appear to be written by John Gibbon.

Possibly by Major General William Earle. Notes that he recently missed a visit from a Mr. [Washmore?]. Will be staying in France for three months on holiday. Notes that despite reporting in London newspapers, many Englishmen are not satisfied with the politics of Lord Beaconsfield (Benjamin Disraeli, the Earl of Beaconsfield, British Prime Minister in 1868 and 1874-1880). Admits that he disagrees with some of Beaconsfield's measures, but praises the present peace. Notes that he recently assumed command of a battalion of grenadiers, and expects promotion to Major General.

Praises Rosencrantz, who served as an aide-de-camp to one of the commanders of the Army of the Potomac during the Civil War. Notes that Rosencrantz's brevets obtained during the Civil War were not confirmed by Senate due to an act of Congress. Richards signs as First Lieutenant, 16th Infantry, Adjutant.

The circular contains a letter submitted by Colonel E. von Promgren, of the Royal Swedish Horse Guards, praising Rosencrantz (Rosencrantz possibly formerly served with the Guards). Richards signs as First Lieutenant, 16th Infantry, Adjutant.

Cites possibility of being called to enforce a district court action against North Carolina governor William Woods Holden. "If permitted to do so I think Gov. H. will surrender on the first demand I make and that it will probably settle the case by turning the whole business over to the Civil Court. So far I have had no trouble, am on very good terms with both parties and the so called 'KuKlux' are as glad that I have troops here as are the [Government?] party."…
