Title: [Record of meeting of Philadelphia's volunteer association of field engineers]

Records that at a meeting of the volunteers at Rubicam's Tavern a communication was received from Jonathan Williams, the chairman Philadelphia's Committee of Defence (see GLC02978.21, GLC02978.22, and GLC02978.23). Resolves to organize a committee to produce a requested list of member names, to be available for future service, and to complete sodding at Fort Hamilton, "to prevent...all the calamities of the approaching winter." Possibly written by Robert M. Patterson.

Jonathan Williams, the chairman Philadelphia's Committee of Defence, had a partial list of member names and requested that Robert M. Patterson make a list at a group meeting (see GLC02978.22). The engineers at that meeting resolved to have a list drawn up (see GLC02978.23 and GLC02978.24). This is probably the list Williams sent.

Copy of a letter from Captain Oliver, a senior British officer in the Long Island Sound, to Don Thomas Stoughton, the Spanish Consul in New York. Informs Stoughton that a British ship called the Valient was off New London, Connecticut, and orders were in place to blockade the Long Island Sound, effective 6 December 1813. Asks that the intelligence be communicated "to the other neutral consuls in your district." Message dated from the Philadelphia Gazette and originally from the New York Gazette of 9 December 1812.

Title: Instructions for Major Foot on his Command to and at Gravelly Point.

Instructs Foot to go to Cape Vincent, New York, and take command there. Because the British post there is "considered as a strong Pickett" he is "not permitted to make predatory incursions into the enemy's territory." He can attack if the British are sighted on the eastern shores of Grand Isle. He is to keep a vigilant watch and forward intelligence.
