An eloquent response to a bill in the Pennsylvania senate to stop the emigration of people of color into the state. Forten wrote anonymously, signing his letters "A Man of Colour." Based on content and tone, this card probably pre-dates Lincoln's assassination.

Blanchard served as Chief Quartermaster, 4th Corps. Mostly black & white, with some red ink. C.D. Blanchard was possibly Captain Claude D. Blanchard, an assistant quartermaster of volunteers who enlisted on 28 August 1861, served as lieutenant colonel quartermaster on 19 September to 12 Nov 1862, and was honorably discharged on 9 May 1863.
