Comments on a speech by Lord Dorchester [Sir Guy Carleton], the commander in chief in British North America, and states his belief that the British intend "to keep this Country in a state of disquietude with the Indian nations; and also to alter the boundary between them and us, if, by any means, they can effect it." In the second letter, written the same day and presumably at Dobbs Ferry, Knox gives instructions to Captain [Thomas] Patten regarding cannon. Promises to supply Patten with rum. Knox signs the first, not the second letter.

Writes a cryptic and critical letter, questioning plans made for the Continental army and the authority of Congress. Expresses eagerness to "reduce New York," but admits that the Continental force is too weak to undertake such a venture. Complains that his garrison is "every sixth day without meat."
