Grant requests a promotion for Theodore S. Bowers, which Lincoln approves with his own signature. Grant wishes that Bowers be promoted from Lieutenant Colonel in the volunteer army to the Adjutant General's Department in the regular army. For this to be accomplished he must first be promoted to a lower post in the regular army, which Grant requests be done.
