Includes a facsimile of a different note mounted on the same backing measuring 6.1 x 14.2 cm. The facsimiled note was written in Mount Vernon, Virginia, and instructs the cashier to pay William Robb $75. Entire backing including both notes measures 14.5 x 16.6 cm.

Russel. Brooke said Russel's health was damaged during his work as a surgeon of militia in the War of 1812 and that he was ordered to breathe sea air to recover it. Asks Monroe to oblige this experiment. On verso over address, Monroe endorses the request to the Secretary of the Navy. Initialed "JM" after his endorsement.
