Letter written for Dunphy, who lost both his arms during the Battle of Mobile Bay in August 1864, to Secretary of the Navy Welles. Also includes a carte de visite (10.1 x 6.2 cm.) pasted to the letter of Dunphy in his uniform with no arms. Wants to know how he can get the medal of honor that was promised to him by Vice Admiral David Farragut. Was on board the flagship USS "Hartford" and says "I was one of the sailors who were wounded in that action and I believe I stand to day the only one in the American Navy who lost both Arms in the late Rebellion." Discusses a shipping business venture. Comments on French naval activities in the West Indies, including their recapturing of Guadeloupe from the British. Mentions a possible response from Sir John Jervis. Speculates that the French might not only recover the islands taken by Jervis but capture him as well. Expects a positive outcome from John Jay's upcoming negotiations in London, part of which were aimed at obtaining indemnities for shippers, securing the right to trade in the British West Indies, and ensuring peace. That meeting produced Jay's Treaty.

Also signed by the Select Men of Yarmouth, Massachusetts: Elkanah Crowell, John Eldridge, and Benjamin Matthews. Responds to the Select Men's request dated 10 August 1808 that Governor Sullivan issue a permit to David Killey for the schooner Betsy, mastered by Thomas Hall, so that flour (for consumption) could be shipped to Yarmouth from Baltimore or Alexandria. Sullivan shows respect for the Select Men's authority and acknowledges the legitimacy of their request, but claims to have no authority to issue such a permit.
