However, the author mentions Knox in the third person, so it is unclear whether it is Knox writing about himself in the third person, or Knox copied a letter written by another party. Refers to an agreement made with Fales's brother Nathaniel Fales, apparently regarding the upcoming sale of lands in Maine to Isaac Winslow. Also discusses the status of the Flucker estate, to which Knox is an executor.

Captain Lieutenant Fenno reports the results of his investigation, ordered by Knox, into stolen items at two garrisons. Relates that stores at Verplanck, New York, were deficient. Asserts that it is impossible to indicate who took the powder, which was stolen long before it was missed. Adds that boards and a lock and key are needed for the magazine [at Verplanck]. "Public service" written on address leaf with no signature.

States that the $25,000 offered is far more than he expected, since he does not think the land in its present condition is worth the amount but will accept it since he might need it to settle disputes.
