Written by the Assistant Superintendent of Military Telegraphs to Union Brigadier General Scammon. Informs Scammon that the news from Gettysburg is that General Robert E. Lee has sent in the flag of truce. "Lee sent in Flag of Truce, asking cessation hostilities to enable him bury his dead. [General George] Meade replied only conditions was unconditional surrender." States that Meade captured 15,000 prisoners and 118 guns.

Informs that the Florida Direct Tax Commissioners were appointed in October 1862, and that since then, they have made two land sales, at Fernandina and St. Augustine, both of which have been alleged to be illegal. He states that if this is the case, "the Tax Commission has so far proved an entire failure...the salaries of the Commissioners & other expenses have more than consumed the amount of money received." Writes to Scammon, Colonel commanding the 1st Prov. Brigade in Camp Jones, West Virginia, about Confederate informers. Informs Scammon of "a suspicious looking man skulking along the road" whom they brought with them into camp but escaped on route. Groce sent men in pursuit. He learned today that a group of Bushwhackers is forming six miles from here and that they have "a route some where between here and Flat Top by which information is carried backward and forward to the enemy, women being the messengers." Ewing writes to Scammon, Brigadier General commanding the 2nd Division, Kanawha in Fayette, Virginia, to state that he saw Scammon's family in Cincinnati, Ohio. Encloses a letter from them (not present). Says he urged Mrs. Scammon to come with them but she declined. Written shortly before Scammon was promoted to Brigadier General in December 1862, and before Ewing was promoted to Brigadier General in November 1862. Ewing, foster brother William Tecumseh Sherman, became his most trusted subordinate. He serve at South Mountain, Antietam, in the Second Vicksburg campaign and Missionary Ridge.…

Mentions that a Colonel Hatfield has claimed an older commission than Hayes and he says this is not true. "No new Colonel must be put over me without a full Consideration of sundry matters..." She is to pass by order of Major General Jones. With clerical note by Colonel Hayes stating that the lady arrived at the outpost and will leave in the morning.

Stresses the importance of good maps and mentions that "General F." (Confederate General John B. Floyd) "believes in good maps." Year inferred from content and military ranks. Beckley (1892-1888) served the Confederacy as a brigadier general in the Virginia militia.
