Approving a plan to capture (or kidnap) the future William IV but advising Ogden to treat them with respect and warning him (in a postscript) to avoid touching neutral ground. Boatner's Encyclopedia of the American Revolution notes the plan was compromised and abandoned. A docket on the verso indicates that the letter was shown by Louis W. Lane before 1838 [sic?] to King William who remarked: "I am obliged to General Washington for his humanity, but I'm damn'd glad I didn't give him an opportunity of exercising it towards me." Signed by Washington on the title page. The book is the second American edition of Notes on the State of Virginia, published by Mathew Carey in Philadelphia, with original worn sheep binding. Jefferson's book not only covered geography of Virginia, but also government, Indians and slavery. Washington's papers show he purchased this on 5 January 1795. There are no notes inside the book. This edition lacks the Fry-Jefferson map sometimes found in the first American edition (and usually found in the first edition published in London).

Cornwallis was a naval commander in India who gave support to his brother Lord Charles Cornwallis, the Governor General of India (who was also the loser at the Battle of Yorktown). Was pleased to received a letter from Ross informing him of his brother's good health. Describes a place (its name is in illegible handwriting) as not meeting his expectations.
