Says he has "made up my mind that as Gettysburgh was about the only battle that the Army did not fall back on the Navy I would let them celebrate without the Navy, so I, think I will still let them have all the credit." The document is dated "June 25/8," which was assumed to be 1908 from adjacent documents in the file.

Letter has signature, but it is illegible. It appears to be a person with the last name Sartoruis and a note in pencil at the top of the document indicates the person was an admiral, although this could not be proven. Writes to offer melons from his "quinta" (means vineyard in Portuguese) to the recipient. Letter is dated 26 August, but no year was provided. Sartorius was British Admiral in 1861, he served in Portugal after 1865.

Writes that the rainy weather prohibits soldiers from drilling. Mentions that he visited the Christian Commission and got three or four papers (newspapers or writing paper; the duties of the Commission's delegates required them to provide reading material and writing material to the soldiers). Remarks that the Commission is very willing to give and are indeed "the soldier's friend". Wheeler is happy to hear that his nephew Welly (Wellington Spohn) has not forgotten him and promises to teach his nephew how to handle a rifle and turn him into a military man.
