Title: [Scammon endorsement on a telegram from Henry H. Boggess]
Telegram from Captain Boggess, assistant quarter master to Brigadier General Scammon informing that the ships the Meigs and the Victor have been fired on four miles above Buffalo, West Virginia. Reports that one man was killed, a couple wounded, and the boats are badly damaged. Asks what to do. With autograph endorsement signed in initials by Scammon instructing the boats and men to stay where they are until further orders. On stationary of the U.S. Military Telegraph.
