Letter addressed to Biddle in Philadelphia. Encloses a receipt from Lieutenant Werte for utensils delivered to Captain Lewe's company of the First Battalion of Colonel Mile's Regiment of Riflemen. Mentions receiving 10 wooden bowls. Reports that since being appointed as Barracksmaster, the artillery men have been applying for many necessities. Asks him to review a copy of a request for supplies made by Captain Proctor and let him know what quantities he should send. Biddle was a clockmaker and merchant in Philadelphia. It is possible he was supplying the wooden utensils and other supplies.

Trumbull replies to an undated letter from Waterman written on the same page. In the earlier letter Waterman informs Trumbull that Captain Lyon has refused to deliver some hides stating that a man offered him $40 to ship them to Norwich as soon as possible. Asks Waterman what he should do as he has an opportunity to sell them. Trumbull replies on the bottom half of the page advising Waterman to demand the hides from Lyon in his name, and to apply to the authority of General David Wooster for aid if necessary.

Thomas Drowne signed on the reverse stating he received 20 pounds, 13 shillings, and five pence for Mrs. Sarah Carter, dated 22 June 1778 at Kittery, Maine.

Postscript informs Seymour about information he has learned from men aboard a sloop of his that arrived in Newport, Rhode Island. Discusses a ship or fleet that sailed with a French fleet and was bound for Havana to meet some Spanish ships. States that it was reported that they have 10,000 troops, 300 heads of cattle, and clothing. He cannot guess their destination.

Sends news of movement of Washington's army outside Philadelphia. Reports that British crossed the Schuylkill River and that some minor skirmishes have taken place. Claims that Porter did not perform any act forbidden by the laws of neutrality. Confirms that President John Quincy Adams has ordered an inquiry into Porter's actions. Refers to a statement issued (not included) by Porter concerning his conduct in Key West.

A circular letter signed by Secretary of the Treasury Gallatin and sent to Dudley Hobart, the collector of Bath, Maine. Instructs Hobart to enforce the amendment to the fourth section of the March 3, 1805 act, which empowered the president "to permit or interdict, at pleasure" any armed vessels from foreign nations entering America's ports and required all such vessels to submit a report outlining the reason for their arrival. Signed in type, "Approved, TH: JEFFERSON".
