Colonel Rousseau recommends the appointment of Bland Ballard as Judge of the United States for the District of Kentucky. Of Ballard, Rousseau writes, "Mr. Ballard is, in my Judgment, in every way, fitted for that Place. He is a fine lawyer- we have no better in Kentucky. His standing is in every respect throughout the state, good. He is honest & capable- and he is, besides, a true, inflinching, fearless, Union Man without 'ifs or Conditions.'
