Sheliha for an open position in the engineer corps (possibly referring to Prussian engineer Victor Von Scheliha). Docket includes the name of General Felix Kirk Zollicoffer, who had been killed 19 January 1862 at Mill Springs, Kentucky. Docket is dated 8 and 25 January. General Lloyd Tilghman has been assigned command of the 1st Division, and General Albert Rust the 2nd. There are three brigades per division, and brigades of the 1st Division will be commanded by Colonels William Edwin Baldwin, A. Heiman (possibly Adolphus Heiman), and D. A. Russell. General John B. Informs Grant, second-in-command, Department of the Mississippi, to pay particular attention to the remarks of Colonel Richards, commander of a detachment from the 1st Division of the reserves (Richards has written notes in pencil on the newspaper's margin). Written on the day on which he was mustered in as colonel of the 14th Illinois Infantry at Camp Duncan (near Jacksonville, Illinois) to Colonel Mather, Adjutant General. Says "In the reorganization of the regiment I found it necessary to discharge a large number of men who were either rejected by the mustering Officer of the General Government or were fairly entitled to be relieved from their engagement or without any sufficient cause refused to tender their services... Writes, "I would recommend the promotion of a Captain of the 14th to be Major of the 14th I have a high opinion of Adjutant Blinn, but giving him two grades in promotion at once would seem to slight meritorious Captains- I would not promote any Captain that has signed Wood's paper- On the whole, I go for Cap Coons" (possibly referring to Adjutant John P. His standing is in every respect throughout the state, good. He is honest & capable- and he is, besides, a true, inflinching, fearless, Union Man without 'ifs or Conditions.' Writes to Bragg in order to send him a copy of "a special order of the enemy, taken from the Louisville Journal of the 18th." A newspaper clipping of "Special Orders No. 21," is attached. The order is a Union order regarding the building of fortifications around Louisville, Kentucky. The order states that all residents near Louisville must report "the number of slaves they will furnish" to assist in building the works and gives Colonel Dent the power to "impress a sufficient number of laborers." The order was given by Union General Jeremiah Boyle.

General Smith writes to Wise, commander of forces at Chaffin's Bluff. Reports that George W. Randolph, Confederate Secretary of War, informed him "that a flag of truce steamer was signaled yesterday coming up the James river supposed to be bound for Aiken's landing." Instructs Smith to prepare the guard at Aiken's landing. Remarks, "The landing of irresponsible or unauthorized persons should be strictly guarded against, and precautions taken to prevent the enemy from obtaining information." Enemy gunboats attacked, trying to reach New Orleans, then retreated. Writes of "another turn at the Enemy today - six gun boats and four frigates having come up to point of woods below. All gone back again, and well." Written to his wife in New Orleans. Johnson K. Duncan was a Confederate Brigadier General in command of the coastal defenses that protected New Orleans, including Fort Jackson and Fort St. Philip.
