Title: to Jacob Dolson Cox
Colonel Scammon of the 23rd Ohio writes to General Cox commanding the division in Charleston, West Virginia about the location of Union and Confederate troops in the area. States that he has the names of several wealthy men who are able to furnish supplies for the army. Gives a list of the supplies they will need, including flour, beef cattle, corn, etc. Informs that is it good the companies are not marching today because the rain is bad. Possibly a draft copy as there are cross outs and inserts. Year inferred from Scammon's rank as Colonel.
