Has a printed note after the preface indicating the Halleck was unable to see the book through press due to a change of circumstances, referring to the outbreak of the Civil War, for which Halleck was commissioned a Major-General in the United States Army on 17 August 1861.

Establishes a law to coordinate debtors' laws throughout the colonies in order to facilitate British creditors' collection of debts. Cameron was a Senator from Pennsylvania and President Lincoln's Secretary of War in 1861. Thanks to his wealth and connections he was power broker in national and Pennsylvania politics throughout his life. Robert Gray White was a district court judge in Pennsylvania, and was Cameron's friend and political ally.
