Written by New Hampshire Continental Congressman Whipple, a Declaration of Independence signer, to Langdon agent for Continental prizes and superintendent of the construction of several ships of war. Langdon had resigned his Congressional seat in June 1776. Wrote last letter to Langdon a day or two before Congress adjourned on 11 December 1776. Says they started meeting in Baltimore on 20 December 1776. Claims the British approach sparked a panic except for the Tories "of which you know there are not a small number." The Board of Visitors at West Point are responsible for inquiring about the Academy's morale and discipline, curriculum, instructions, physical equipment, fiscal affairs and academic methods. The board consists of presidential appointees and members of Congress. At this time Simon Cameron was among those on the board.

Buckner, a Confederate general, signs as Lieutenant General Commanding the District of Western Louisiana. Writes to Union Major General Canby commanding the Military Division of Western Mississippi, in New Orleans to propose the special exchange of a prisoner now in the Trans Mississippi Department for 1st Lieutenant William D. Chipley, Adjutant in the 9th Kentucky Militia Infantry, now confined at Johnson's Island. Chipley was taken as a POW on 22 July 1864 at Intrenchment Creek, Georgia.

Hincks spells his name as Hinks until GLC03212.12 when he begins to sign it Hincks. It also appears on the stationery printed as Hincks on GLC03212.12 and .14. Includes five other envelopes that are addressed to Nichols but do not have corresponding letters, and one note requesting acknowledgement of receipt. Hincks was a Union General and Commander of Camp Lookout prison April - May 1864. He led a African American division in the Petersburg siege. He also served on court martial and recruiting duties intermittently. Nichols was a Cambridge, Massachusetts Commission merchant.
