Orders were issued to detach 1500 men from the militia of Massachusetts, 100 artillery men, and a number of vessels to Penobscot Bay to dislodge the British stationed there. Indicates that it is especially important because of the losses they have experienced in Groton, Connecticut since he has been gone. Explains that because of these losses, he cannot take on the expense of Hany's trip but hopes Sands can arrange something. Gives love to Mrs. Sands and friends. On September 6, 1781, British forces, commanded by Benedict Arnold, captured Fort Griswold in Groton and massacred 88 of the 165 defenders stationed there.

He wants Heath to get a passport that will admit the vessels into port and asks him to advise what papers Willoe needs in order to prevent being taken as a prize by a privateer ship. Phillips was a British general. Heath was a Continental general.

Requests that he retain Neill's services for another two months so he may finish settling his books. Note on near bottom states his request was granted until 20 May. Hand was a brigadier general in the American Revolution. Cooke signed as late Deputy Quarter Master General.
