Referring to the clauses within Article I of the United States Constitution, Campbell states "Omit the second sentence of the Clause, and we have 'The privilege of the Writ of Habeas Corpus shall NOT be suspended,' expressed. But it is subject to the implication, 'unless the public safety require it,' or 'it be herein otherwise ordained.'" Cover is missing.
