Appoints James Elliot as a major and aide de camp for Major General Simon Elliot. Signed by James Sullivan as Governor of Massachusetts. Also signed by Jonathan L. Austin as "Secretary." Elliot took and subscribed the oaths and declarations perscribed by the Constitution of the Commonwealth of Massachusetts previous to his entering upon the duties assigned him by the within Commission." Russel states that General Lafayette would like to see Perkins "after divine service this afternoon." Hopes that Perkins can persuade General Elliot to be there as well, since Lafayette would like to see him as well. Says Lafayette must be back in Boston by the evening. The letter is addressed to Perkins in "Brooklyn," which refers to Brookline, Massachusetts, where Perkins lived. Possibly written in 1825 when Lafayette visited Boston to help dedicate the Bunker Hill Monument, which Perkins contributed extensively towards.

Appoints Elliot as an Adjutant in the militia with the rank of captain under the command of General Benjamin Lincoln. This militia was being raised to put down Shay's rebellion. At the time it was actually an illegitimate militia put together by the upper classes in Massachusetts to put down the rebellion, but it later became legitimate. Also signed by James Austin as "Secretary." Massachusetts state seal is attached by a ribbon.

Orders a party be formed to "lay the floor of the tents." The "Jr Mr Sejeant" should accompany the order to New York and obtain the needed tools. Letter dates Monday 26, 1776. The only times Monday fell on the 26th in 1776 were February and August. It is far more likely these would have occured on 26 August, when major fighting was taking place in and around New York.

Cudworth, impressed on board H. M. S. Asia, writes to Otis, his friend in Boston. States that on March 14, he was impressed on the H. M. S. Livley, at Marblehead, Massachusetts. Relates that he was on the Livley until March 24, when he was taken to Boston and placed on board the H. M. S. Asia. Pleads with Otis to visit him on board the Asia. Asks that Otis inform James Cudworth, Melzar's father, that he went to Marblehead with Samuel Holbrook. Possibly written in 1775 (date is partially illegible).

Cudworth reports to his father in Scituate, Massachusetts that he has been aboard the ship where his brother Melzar remains impressed. States that Melzar, who was impressed on H.M.S. Asia in March 1776, is on board the ship Russia. Informs James that Melzar fairs well. Relates his plans to hire a man to "go in his bierth theirs one appears to go in his Room for ten guines & if I Cant get no other I must give that ... " Assures his father not to be concerned.

Asks him to check the town records and let him know if there if there is a record of transaction between Edward Quincy and anyone else for ore at the Simsbury mines. Livingston wants to buy it, but he heard that Quincy might have already sold it.

Says "I cannot boast much of the figure I make in the gay World." Comments on the wounding of the "brave & Gallant General Arnold." Says it is past three in the morning as she writes. Goes through her circle of acquaintances and describes various parties in a flippant way.
