Says at the beginning of every month they need to start sending to the commander in chief "a statement in tabular form of the number of contrabands onboard, their rates and the time and terms of their enlistment." Written while aboard the USS "Powhatan".

Stresses accuracy of reports of enemy strength. Says they need to probe the enemy firmly enough to get a true sense of their strength as well as question prisoners closely. Says to be sure to filter out rumors. Reminds them that "Calvary Officers and Soldiers must always remember that they are the eyes and ears of the General commanding."

It is, to wrest from the hands of the slave Democracy the power they have abused, and vest it in those who will bring back the Administration of the Government to the early policy of its founders!"

Asserts that the country had been blinded by the triumph and success of defeating the Confederacy.
