Must have been written during 1861, since this was the only year during which Hamilton would have been in the vicinity of Maryland and under Bank's command during the month of December. Banks resigned from the army in April 1863, and in December 1862 he was serving in the Western theater.

Further requests "that the Battalion of State Cadets be also ordered to report to me for police duty in the city." Notes that the force under his command for police duty is insufficient.
