Title: Message from the President in relation to co-operating with any State for the gradual abolishment of slavery.
House Executive Document no. 69 (37th Congress, 2d session). Lincoln recommends the adoption of a joint resolution: "That the United States ought to co-operate with any State which may adopt gradual abolishment of slavery, giving to such State pecuniary aid, to be used by such State in its discretion, to compensate for the inconvenience, public and private, produced by such change of system." Slightly frayed on right side and torn along creases.
