Argues that when a 1792 Act (GLC01959) establishing a uniform militia is carried out by the states it will provide complete national defense. Not all states have carried out the prescriptions of that act. Submits a resolution requesting that President Jefferson write a letter to the state governors impressing upon them the importance of fully participating in the militia system. Recommendations include: to establish a permanent Civil Rights Commission, Joint Congressional Committee on Civil Rights, and a Civil Rights Division in the Department of Justice; to develop federal protection from lynching; a permanent fair employment practice commission; and to abolish poll taxes.

Final report of President Truman's Committee on Equality of Treatment and Opportunity in the Armed Services. The committee was established by Executive Order 9981, on July 26, 1948. Its purpose was to recommend revisions of military regulations in order to implement the government's policy of equality of treatment and opportunity for all members of the armed forces, regardless of race, color, religion or national origins. The committee, chaired by Charles Fahy, terminated upon submission of its final report on May 22, 1950. The final report was entitled Freedom to Serve.

Details racial conflict during the Great Depression. The pamphlet sites the shortage of jobs and migration as a primary aggravators of increased tension to which the Commission dedicates their legal work. The Commission solicits donations and provides a finance statement of operations costs. The pamphlet gives specific example of lynching that could have been prevented if they had better funding. The financial statement and a list of the national committee and committee members is found in the back. Notable members on the list include Gov. Harry Byrd.

Focusing on his intelligence and role in the creation of the government. There is a slight mention of Hamilton's publication of the Reynolds pamphlet "He shrunk from the imputation of misconduct in public life; and if his judgment ever misled him, it was only when warped by an excessive eagerness to vindicate himself at the expense of his discretion."
