Folio. Evans 22998 (2298?). Authored by Hamilton, called by DAB "one of his greatest state papers." First printing. Bookplate of Jolen [Johanne] White and ownership signature of William Henderson, a New York Federalist, manufacturer and friend of Hamilton. The Secretary argued for assumption of both foreign debts and state debts incurred during the Revoltion. The vigorous debates were only resolved when Jefferson and Madison permitted assumption in exchange for moving the capital to the Potomac.
