Reports that nothing has changed since 23 September, when he previously wrote, and that the British still have possession of Philadelphia. Relates that the Delaware frigate was recently lost to the British. Recently received militia reinforcement. Has received news from the north (possibly referring to the Battle of Freeman's Farm, 19 September 1777). Regarding the reports, comments: "...if this news should be followed by the probable consequences We may yet conclude the Campaign if not the War most happily..."

Title: Return of Officers of the detachment of the Royal Regt of Artillery that come under the discription of the Kings order given out by Sir Guy Carlton the 9th of May 1777

Signed by Carter as a Captain in the Royal Artillery sometime after the Battle of Freeman's Farm in the Saratoga campaign. Lists the death of Captain Thomas Jones who died in action on 19 September 1777. Says he is survived by a wife.

Written by the Earl of Balcarres as a Lieutenant Colonel in the 24th Regiment of Foot. Note says that Brigadier General Simon Fraser was killed 7 October 1777 at Freemans Farm. Docket says "To The Major of Brigade."
