Inquires regarding the status of the command of Brigadier General Payne (possibly Charles Jackson Paine). Instructs Townsend to send his reply to Major General [Thomas Howard] Ruger. Written in ink with several pencil notations.

Three quarter length standing portrait of Surgeon General Moore in dress uniform. With rubber stamp on verso, "C.M. Bell. 463 & 465 Penna. Ave. Washington, D.C." Moore wears his dress uniform complete with epaulets, belt buckle, sash, dress belt, and sword. See GLC04916.06 for Moore's epaulets and belt buckle. Moore had been an important army physician during the Civil War and was made Surgeon General in 1886. He served in that role until his retirement in 1890.

Proclamation will "restore unrestricted commercial intercourse between and in the several States ... and Territories west of the Mississippi river." Opens all trade except that in arms, ammunition, all articles from which ammunition is made, gray cloth, and property purchased by agents of the former Confederate forces. Says customs agents will supervise trade and that they shall receive any captured or abandoned property that should be confiscated by law.
