Discusses the importance of an independent judiciary as well as other issues of governance, and speaks approvingly of the president's attempt "to Rouse national spirit of defence." The 1 June 1803 address was published as "Answer of the House of Representatives to the Governor's speech at the opening of the session." Knox was a member of the state legislature at the time.
