Says 7,000 troops are coming from Europe and another 3,000 from the West Indies. Claims America's allies - mainly the French - are concerned that better preparations were not made for a vigorous campaign. Says America needs to exert itself more. Wants Clinton to comply with Congress's wish to have battalions filled and militia ready. Says forces might be called forth to operate offensively.

Discusses the issue of Connecticut claimants to the Western Reserve lands taking refuge from Pennsylvania authorities by entering New York State. Expresses his opinion that the states have relations between them far more intimate than those between separate nations. Believes that new laws are necessary to handle the relations and that laws already in place do not properly address the issue of the intruders. Informs that the Attorney General Josiah Ogden Hoffman, will return soon and Jay will turn this problem over to him.

Laurens, Roger Smith, and Edward Blake obey orders of the South Carolina Provincial Congress in assessing the value the Prosper, which had been seized for service by the colonies. The men state that the ship is worth 2,000 pounds and recommend that government pay the sum and procure a ship register from Captain Smith, former commander of the Prosper.

Written by Franklin as a diplomat in France to Hartley as a member of the British Parliament. The two were friends since the 1760s. References a letter he wrote to Hartley on 25 May 1778 concerning 200 British prisoners of war. Franklin says "We are oblig'd to keep the Prisoners on shipboard where I doubt they can be comfortably accommodated" and hopes they can be exchanged. Hartley and Franklin would later work together in Paris to sign the peace treaty ending the war. Docketing appears to be in Hartley's hand.

Document gives Elisha Gibbs, a yeoman, control of slightly over 99 acres of land in Lincoln County, Massachusetts (present day Maine) for $115.87. Describes the boundaries of land in detail.
