Fremont, department commander, declares martial law over the state of Missouri to counteract "the total insecurity of life, and the devastation of property by bands murderers and marauders, who infest nearly every county in the State and avail themselves of the public misfortunes and the vicinity of a hostile force to gratify private and neighborhood vengeance." Says he has published an article defending Ulysses S. Grant against attacks by Adolphus Richards. Sends a copy of the article, which he has had published anonymously. The article also criticizes General Custer, whom Richards had defended. Discusses a book written on "our command" which both he and Chapman belonged too. The book was written by Bennet Young. Mosby would later refuse to let Young write his biography, GLC03921.56. An artist for the G.A.R. asked Mosby to if he could paint a portrait of him and his officers in June of 1914, GLC03921.46.

Mentions that while reading Hall's International Law, he found a reference to "Instructions issued during the war to the Army in reference to the treatment of guerilla, or partisan troops." Asks Wright to acquire the instructions and send them to him (Mosby). Also requests that Wright send any proof sheets that contain information about Mosby's command during the Civil War. An undated safe conduct pass, signed by Mosby as "Major, CSA." "This prisoner captured by my command in Loudon Co VA. has been sent to the Federal lines." On the verso is the certified promise of William L. Yurk (5th Michigan Cavalry) not to take up arms against the Confederate States until exchanged. The oath, dated 19 May 1863, is witnessed by John R. Carter, Captain of the 8th Virginia Infantry.

Marion writes with anger that Captain John Postell was taken prisoner by Saunders. Postell was travelling under a flag of truce to work out details of prisoner exchange. Written by Ervin as a lieutenant colonel in Francis Marion's brigade of partisans to Captain Saunders, a royalist in command of the garrison at Georgetown, South Carolina. Ervin sent this note by Captain James Postell and Lieutenant William Futhey to ask for a prisoner exchange. Postell was subsequently taken prisoner despite the flag of truce because Saunders claimed he was in violation of a parole given him after the American defeat at Charleston in May 1780.

The collection also includes telegraphs, a rare broadside and a cardboard note to his father. Excellent battle and political content.
