Powell informs Waite of the General Court decision to undertake the Penobscot Expedition. Orders were issued to detach 1500 men from the militia of Massachusetts, 100 artillery men, and a number of vessels to Penobscot Bay to dislodge the British stationed there. Reports that orders were given for provisions, ammunition, and firearms to be sent. The council also requested the assistance of the state of New Hampshire. Postscript states hard bread is preferred over flour. Olney was Lieutenant Colonel of Rhode Island recruits.

First note signed by Shed, second by William Cave, and the third signed with a mark by Joseph Abbott. The first note states the goods were received of Joseph Noyes for 10 men belonging to the State Brig Hazard. Second note states the goods were received from Noyes for Cave and three men belonging to the Monmouth. The third states the goods are for Abbott and the men of the ship Sally.

Mentions privateer ships the Black Prince, the Warren, the Hazard, etc. There is a note at the bottom of the page signed by Marston stating he received 135 pounds in full for the meals listed above. This document was possibly related to the Penobscot Expedition (July-August 1779), a failed American offensive against the British fortress at Penobscot (modern Maine).
