Co-signed by Hartford mayor Thomas Seymour and Connecticut Treasurer John Lawrence. Countersigned by Moses Kimball on verso when he received payment and E. Plummer who audited the payment. Seymour and Ellsworth were members of the Connecticut Committee of Four, also called the Pay-Table, which handled finances for Connecticut during the Revolution. This document provides payment to Moses Kimball for the purchase of saltpetre. Also gives Kimball money to pay Prosper Whitmore for guarding, transporting, and feeding Continental prisoners.

Countersigned by Secretary of State Lewis Cass. Minard Granger was convicted in October, 1853, and imprisoned in Auburn, New York. Buchanan pardoned Granger near the end of his sentence on the recommendation of his trial judge N. K. Hall. Reasons cited were that Granger gave valuable information to the marshal after his conviction and that his health had been destroyed by imprisonment. Incldues a blue paper ribbon on second page.

Townshend had apprehended Seaman and Crocker earlier by order of the Congress. Instructs Townsend to follow any directions concerning "the personal Estate" of the captured men given by the commissioners. Seaman and Crocker were possibly loyalists.

Verso contains an unsigned note in another hand (also dated 13 December) that neither Smith, nor any property belonging to him, could be found. Docket contains the name of Attorney at Law John Hart.
