Written by Hancock while working for his uncle's mercantile company during the French and Indian War. Makes an agreement for provisioning the troops for the Battle of Quebec. Writes to Pickering, who was his successor as Quartermaster of the Continental Army when Greene took command of West Point just after Benedict Arnold's treason. Expresses his dismay at the state of the garrison at West Point and requests supplies. "On my arrival at this place I found every thing in so disagreeable strain, so much to do, so little time to do it in ... " Advises that he has stopped Captain Seizer's artillery company from marching until they can get more manpower. Informs that more artificers are needed, that many boats need repair, and that winter barracks need to be built.

Marked as a copy. Knox attests that he ordered the creation of an ordnance and military stores return. Adds, "But from the confused state in which the British stores were, and even our own, which were divided in the trenches, at the Park, and on board the vessells, it is probable there might have been considerable errors..." Mr. Jones, deputy field commissary, also acknowledged the possibility for errors in the initial return.

Writes, "The men begin to be taken sick, especially those in tents I shall have places warm and comfortable to put the sick into, but there is not the least article of hospital stores." Asks for Cochran to send medical stores under a person of his own appointment (who would presumably remain at West Point after delivering the stores).
